Walk to the back of the library and used the keycard you picked up in the elevator

Walk through the hall and complete the parkour (The waterfall can be used to travel back if needed)

Steal the Team Rocket Grunt's keys while avoiding cracked bricks on the floor @ 212 34 1368

Proceed to the elevator and go down to the next floor. Complete the teleporting maze to teleport into the Grunt Headquarters
